Type 13 is CBP's electronic informal entry for international mail. Its test began on September 22 for eligible goods valued at $2,500 or less, including goods with Chapter 98/99 duties. From October 22 the test temporarily accepts entries without complete electronic PGA data (the information other agencies, such as food and product-safety regulators, require), until an end date is announced. Antidumping, countervailing-duty and quota goods still need formal entry.

## Our read

For apparel sellers shipping by post, this adds a simpler filing route but no duty relief: a Chinese cotton T-shirt declared at $20 still owes about $7.30 at current rates. We expected mail parcels like this to move toward formal entry in 2027; that now depends on whether they go through the test. Ask your carrier two things before you ship: does it support Type 13, and who files as importer.

## Key dates

- 2026-09-22: Type 13 electronic informal mail-entry test begins
- 2026-10-22: Published; Temporary acceptance of test entries without complete electronic PGA data begins; its end will be announced separately
- 2026-10-23: We checked the official text

## Who is affected

- Sellers sending eligible international mail valued at $2,500 or less with a filer able to use the Type 13 electronic informal-entry test.
- For goods requiring Partner Government Agency (PGA) information, the test temporarily accepts entries without complete electronic PGA data. This does not remove underlying product-safety or other legal requirements.
- Eligible mail with Chapter 98/99 duties can use the test. Quota and antidumping/countervailing goods remain excluded, and commercial express is outside this postal test.

## What to do

- Confirm actual Type 13 filing capability and identify the importer of record—the party responsible for the entry and duties. A generic promise of informal clearance is insufficient.
- Confirm who supplies the import bond. The original test already requires one; do not wait for the separate low-value proposal to be finalized.
- Continue supplying product descriptions, origin, value and applicable Chapter 98/99 classifications and data, and ask the filer how outstanding agency submissions will be completed.
- Monitor the end of the temporary electronic PGA-data allowance separately from the end of the test itself; neither has a fixed end date in these notices.

> However, CBP is modifying this test to also temporarily accept transmission of an entry type 13 that is not accompanied by complete electronic PGA data, to allow filers to begin using the entry type 13 while they work to ensure that they can electronically submit all of the data required for complete PGA submissions.
