Recent rule changes

  • Compliance for certain postal entry requirements involving partner agencies, HTS Chapters 98/99 or specified duty-free claims is deferred to 2027-01-20. The extension does not restore the $800 exemption; budget for applicable duties and confirm the entry route with your carrier. source
  • Formal-entry MPF has a $34.58 minimum and $670.86 maximum; automated informal entries not prepared by CBP cost $2.77. Allocate the shipment fee across units rather than charging the minimum on every item. source
  • Among origins covered here, China, Vietnam, Thailand, Türkiye and the Philippines face an additional 12.5%; Bangladesh, India, Cambodia, Pakistan, Indonesia and Sri Lanka face 10%. This is an additional duty layer; consult the notice for product exemptions and transit provisions. source
  • The postal de minimis suspension was codified from June 24; the remaining provisions, including a new informal entry process for eligible mail, took effect July 24. Some entry requirements have a transition period; see the October 22 update for the latest compliance date. source
  • CBP codified the indefinite suspension for nonpostal merchandise valued at $800 or less, requiring formal or informal entry procedures. Budget for duty and clearance when shipping apparel directly by express carrier. source
  • CBP confirmed the continuing suspension for all origins: an ordinary apparel parcel is not duty-free merely because its value is $800 or less. Postal and nonpostal entry routes differ; temporary rates in this historical notice are not today’s rates. source
  • The Supreme Court held that IEEPA does not authorize presidential tariffs; current calculations here exclude that layer. This does not remove ordinary or Section 301 duties or restore duty-free low-value shipments. source

Questions

What duties does clothing from China pay in the US right now?

Three layers stack: the HTS general rate (16.5% for cotton T-shirts, 32% for synthetic ones); the Section 301 China tariff, which is 7.5% for most apparel and home textiles (List 4A, 9903.88.15), 25% for hats and bags (List 3, 9903.88.03), and nothing for the few codes only on the suspended List 4B; and, since July 24, 2026, the Section 301 forced-labor tariff, 12.5% for China (9903.05.31). U.S. note 52(a) to HTS chapter 99 says the last two apply on top of each other.

Which products does the calculator cover?

Knit and woven apparel from HTS chapters 61 and 62: tops, bottoms, dresses and jumpsuits, outerwear and suits, underwear and sleepwear, sport and swim, and babies' garments; plus socks, hats, scarves, ties, tote bags, backpacks, blankets, printed bedding, towels and cushion covers. 81 products in all; see all products and codes.

Do I still pay IEEPA tariffs?

No. On February 20, 2026 the Supreme Court held that IEEPA does not let the President impose tariffs, so those duties are no longer collected and refunds go through CBP. The 10% Section 122 tariff that replaced them expired on July 24, 2026.

Why do synthetic garments pay more than cotton?

The US schedule sets higher general rates for man-made fibers. Knit T-shirts are 16.5% in cotton and 32% in synthetic; knit sweatshirts are 16.5% and 32%. Switching the same garment to cotton cuts more than ten points off the total for goods from China.

Which fiber counts for a blend?

Usually the fiber with the largest share by weight. A 60% cotton, 40% polyester shirt is classified as cotton. Even 50/50 blends follow special rules, so check with a customs broker.

How do I tell knit from woven?

Look at the fabric. Knit fabric is made of interlocking loops and stretches; T-shirts, sweatshirts and leggings are usually knit (chapter 61). Woven fabric interlaces two sets of yarn; dress shirts, jeans and overcoats are usually woven (chapter 62). The same style has different codes and rates in each chapter.

What are MPF and HMF?

The Merchandise Processing Fee is 0.3464% of value on formal entries over $2,500, with a $34.58 minimum and $670.86 maximum, and $2.77 on informal entries up to $2,500 (rates from October 1, 2026). The Harbor Maintenance Fee is 0.125% of value and applies to ocean shipments only.
